Section 80049.1 clarifies that school districts may use community-based service individuals or groups in the provision of pupil services as long as they are supervised in their school-based activities by an individual holding a P.P.S. credential. Also, E.C. 49600 (c) states an advisory program is to be approved by the governing board of a school district, and be supervised by a school district counselor. California Education Code Chapter 10. Confidentiality - According to E.C. 49602, only credentialed school counselors have student confidentiality. Also worth consideration in the issue of parent consent and the privacy of student records. I'm all for paraprofessional assisting counselors and relieving them of the clerical and mundane parts of the job, but it is inappropriate and illegal for them to "assume counselor duties."
