Learn about how an unprecedented reform landscape in California for youth mental health is impacting and centering schools. Learn the architecture of Medi-Cal, and how new money is flowing to schools for new types of services provided by new types of providers. Specifically, we will review how managed care plans work with schools to co-locate community-based providers and provide new opportunities for school staff. We will dive deep into the new All Payor Fee Schedule and discuss new opportunities to enhance services to both the Medicaid and commercially insured children of California.

Your Presenter
Alex Briscoe is the Principal of California Children’s Trust and former director of the Alameda County Health Care Services Agency. With over a decade of experience, he led one of the state’s largest public health systems, managing health and hospital systems, public health initiatives, behavioral health programs, and environmental health departments with a $700 million budget and over 6,200 staff members. Prior to his county role, he directed the Chappell Hayes Health Center at McClymonds High School in West Oakland, a satellite outpatient center of Children’s Hospital and Research Center. Briscoe's expertise lies in the intersection of public health and education, where he has developed and administered various mental and physical health programs for children. He has served on several boards and commissions, including the Alameda County First Five Commission, The Alameda Alliance, and The Kaiser Commission on Medicaid and The Uninsured. Briscoe's professional focus spans adolescent mental health services, youth development, Medicaid policy, emergency medical services, crisis counseling, and safety net design. He has collaborated with prominent foundations such as The Atlantic Philanthropies, The Robert Wood Johnson Foundation, and The Annie E. Casey Foundation, as well as local organizations like Tipping Point Community
